CMPR is a free multipurpose program for powder diffraction data.

Beamline staff routinely use it to plot and print powder XRD data, manipulate and convert multiple datasets, index and fit peaks,and other nifty stuff.

The program works nicely with the 11-BM .fxye format, but can be used with any powder XRD data.
