Specifications for timestamp driver (aka drvTS replacement)

The drvTS or actually its replacement (not named yet) is a piece of code to maintain the local time in an IOC and provide a timestamp service to EPICS records. The main purpose of this code is to support hardware-assisted timestamping in addition to software-based time.
